Citizens 4 Responsible Development

This plan was developed internally by the Redevelopment Services Division in 2010 and, curiously, is the only plan that mentions no role for citizen participation in its development. It has some of the strengths of the Riverfront plan in that it covers some methodologies for tackling the effort, but the specifics about outside funding for these projects is lacking.
